Issued to Private Frank E. Carmichael, Company F, 8th Pennsylvania Volunteer Infantry. Private Carmichael (he appears as “Frank C. Carmichael” in Pennsylvania records) lived in Pottsville when he was mustered in on 12 May 1898. He served with Company F as a member of the Hospital Corps. He was discharged with his company on 8 March 1899 at Camp Mackenzie, Georgia.
