Issued to Private Heilman T. Otto, Company C, 15th Pennsylvania Volunteer Infantry. Company C was based in Erie. The regiment was mustered in to federal service in May 1898 and served initially in the Washington, DC, area before moving to Georgia. It was mustered out on 31 January 1899.
