Frank George Bagshaw enlisted in the Navy in 1896, but deserted from USS Nashville at the end of the Spanish-American War. During World War I, he joined the Rhode Island Militia and served as a sergeant before joining the Air Service in 1918. He was discharged from the Air Service after four months because of a dependant family and returned to Rhode Island, where joined the National Guard. In 1923, Congress removed the desertion charge from his record.
