American Humane Association. Humanitarian Award, with top bar “Humanity”; the reverse is hand-engraved “Humane Society of Harrisburg/Annual Police Award/1937/Won By/Officer/Paul C. Carbaugh/for the year’s most/outstanding act/of/kindness to animals”. The initial of the surname was corrected by the engraver.

The Harrisburg Telegraph of 15 June 1938, ran an article saying “For the most outstanding act of kindness to an animal during 1937, City Patrolman Paul C. Carbaugh, 703 South Twenty – fifth Street, yesterday was presented with the annual award of the Humane Society of Harrisburg. An engraved medal, was presented to the policeman at the 3 o’clock roll call in the City Police gymnasium by Dr. Harry F. Bronde, agent of the society. J. Harris Bell, president of the society, spoke briefly to the assembled telling them how Patrolman Carbaugh went to the aid of a Chow dog struck by an automobile near the Sacred Heart Parochial School. The officer was bitten by the animal and was given hospital treatment.”
