New York National Guard records show a Frank J. Lucas serving in the 165th Infantry in 1927, but transferring to the US Navy in 1929. In 1944, Lucas was appointed a chief pay clerk. In 1951, he was a lieutenant in the Navy Supply Corps (permanent rank of CWO-3).
