Holmes served from 1946 through 1969 and died in October 1992. His Navy Commendation Medal was approved in July 1967: “for meritorious achievement in the outstanding performance of duty as Barking Sands Tactical Underwater Range (BARSTUR) Project Officer on the staff of COMASWFORPAC during the period Oct 64 to Jul 67.”

The Barking Sands Tactical Underwater Range (now part of the Pacific Missile Range Facility) was a test and training facility allowing coordination of surface, subsurface, air and space operations through a highly instrumented 40,000+ square mile area of the Pacific Ocean.
