District of Columbia. Ribbon badge with brass eagle and flags top bar, attached US flags, and imprinted “Citizens/Committee/Medal of Honor Presentation/to/1st D.C. Volunteers/November 16, 1899”. (The presentation refers to the District of Columbia Spanish-American War Service Medal).The ribbon is fragile and has been tape-repaired in several places on the reverse.
